Description of the main Plans / Programmes / Work implemented by the Department under Town & Country Planning
A. Preparation of Master Plan
The prime function of this Directorate is to prepare Master Plan for Urban Areas under The Assam Town & Country Planning Act 1959 (as amended).
Master Plan is a legal document for the development of urban area prepared to a specific time period. The validity of a Master Plan is for a specific
period and after expiry of the period it needs revision and modifications. During 11th Five Year Plan it is proposed to prepare Master Plan for priority
towns and growth centers covering about 33 Urban Centers. So far this Directorate has prepared 35 Nos. of Master Plans including both Final and Draft,
apart from one Uniform Zoning Regulations and one Model Building Bye laws.

B. Urban Infrastructure Development Scheme for Small & Medium Towns (UIDSSMT)
The Directorate of Town & Country Planning under Urban Development Department is the SLNA for the two components of JNNURM namely the Integrated Housing and Slum Development Programme (IHSDP) and Urban Infrastructure Development of Small & Medium Towns (UIDSSMT) for small & medium towns in Assam.So far,30 infrastructure development projects have been sanctioned by Govt. of India for estimated amount of Rs.207.83 crores under UIDSSMT of JNNURM.So far an amount of Rs.123.64 Crores has been released by Govt.of India and State Govt has released Rs.19.45 crores as State matching Share, which are being implemented by concerned ULBs. Details are in Appendix I.
C. Integrated Housing & Slum Development Programme (IHSDP)
Under this programme, so far, 16 housing & slum development projects have been sanctioned by Govt. of India for estimated amount of Rs.84.99 crores under IHSDP of JNNURM. Out of this, so far an amount of Rs.35.11 Crores has been released by Govt. of India and State Govt has released Rs.10.52 crores, which are being implemented by concerned ULBs. D. Infrastructure Projects under 10% allocation of Central Pool Fund provided for North East Region including Sikkim
Some major infrastructure development schemes like drainage, Roads, Solid Waste Management, Truck / Bus Terminus, Market Complex, Multi Utility Hall,
Rehabilitation Centers for Hawkers and Vendors in some of the District / Sub-Divisional Head Quarters towns has been taken up availing financial
assistance from 10% Central Pool Fund out of the mandatory provision of 10% gross budgetary support made for North East Region and Sikkim in the
budget of Central Ministries.
Under this programme so far, the Ministry of Housing and Urban Poverty Alleviation, Govt of India had sanctioned 19 projects in 16 towns for an estimated amount of Rs.107.36 crores. So far, Govt of India has released Rs.34.05 crores and State Govt has released 5.71 crores for implementation of the projects, which are being implemented by ULBs concerned. Details are in Appendix III A.
Further, 32 infrastructure projects in 28 towns have been sanctioned by Ministry of Urban Development estimated amount of Rs.236.56 crores. Out of this, an amount of Rs.99.43 crores has been released by Ministry of Urban Development, Govt of India and Rs. 16.32 crores has been released by State Govt. to concerned ULBs/ Development Authorities for implementation of the projects. Details are in Appendix III B.
E. Non-Lapsable Central Pool of Resources
Under this programme it is proposed to implement some major infrastructure development schemes like Drainage, Road, Solid Waste Management, Truck/ Bus Terminus, Multi Utility Hall etc. in all District, Sub-Divisional Head quarters towns availing financial assistance under Non-Lapsable Central Pool Resources. So far, 7 projects have been sanctioned for estimated amount of Rs.72.90 crores under NLCPR. Out of this, Govt. of India released an amount of Rs.22.52 crores and State Govt has released Rs.0.80 crore, which are being implemented by ULB concerned. Details are in Appendix IV.
F. National Urban Information Systems
The main objective of NUIS scheme is to establish a comprehensive information system in the Urban Local Bodies for Management and Scientific planning. Funding pattern is in the ratio of 75% from the centre and 25% from the State, However share of System component will be 64% Central Share and 36% State Share. Moreover, as per guide lines, any additional expenditure or additional works shall be borne by the States funds. Under NUIS Scheme to develop GIS Data bases five towns namely Dibrugarh, Nagaon, Silchar, Tezpur and Tinsukia have been selected for development of town level data base in the state of Assam which is being implemented as per guidelines.
